The project rehabilitated the existing dam and rebuilt deteriorating river walls in downtown Waterloo as part of the Riverfront Renaissance. The inflatable bladder constructed on the existing dam between the Park Avenue and 4th Street bridges raises the current water level in the summer months by approximately four feet. The increase in water depth allows the Cedar River to be more navigable for recreational boating.

The inflatable bladder significantly enhances opportunities for the Cedar River in downtown Waterloo. Recreational boating enthusiasts can utilize the river in greater numbers as it is easily navigable for the first time in decades. The new inflatable bladder also helps transform the river into a community focal point. The City typically activates the inflatable dam between April and November.
