The City of Waterloo acquired the blighted, two-story building at 801-805 Commercial Street in February 2013. The City utilized its EPA Brownfields Assessment Grant to conduct a Phase I Environmental Site Assessment (ESA) to satisfy All Appropriate Inquiry (AAI) requirements prior to acquisition. The property once contained the Cascaden Manufacturing Company and other uses such as a blacksmith shop, an auto parts and battery manufacturer, and an auto garage. The property also had a 250-gallon gasoline tank located in the adjacent roadway from approximately 1918-1962. A Phase II ESA did not identify any contamination concerns thus clearing the 0.193-acre riverfront property for re-use. City officials anticipate the property will redevelop with a multi-story residential building. The City leveraged a $15,000 Section 128-A Grant from the IDNR to complete asbestos removal before demolition.
