EPA Brownfields Assessment Grant funds assisted the City of Waterloo in acquiring three blighted parcels along its riverfront. A Phase I Environmental Site Assessment (ESA) allowed the City to complete its All Appropriate Inquiry (AAI) due diligence prior to taking title.
