The City contracted HR Green, Inc. to complete a Phase I ESA on four adjoining parcels generally described as 325 West 13th Street. The investigation allowed the City to satisfy All Appropriate Inquiry prior to acquisition of the single-family home and surrounding vacant lots.
City officials plan to market the properties for redevelopment opportunities that will ultimately create jobs, expand the local tax base, and improve the community’s urban core. The older, mixed-use neighborhood has recently transitioned towards becoming an “infill industrial park.”
A recent construction boom within the area has resulted in 12 individual projects totaling $1.9 million in new taxable valuation over the past decade. Seven of the referenced projects initiated with the City taking title to declining properties, eliminating any environmental issues, and partnering with a private developer. The trend continues with this project.
