The Iowa League of Cities recognized the City of Waterloo as a “All-Star Community” for the Cedar Valley SportsPlex project. A panel of former city officials judged communities based on urban renewal, development, preservation, collaborative efforts, or quality of life improvements. Previous uses in the general vicinity of the facility included bulk oil storage, railroad operations, automotive service and repair shops, and several leaking underground storage tanks that raised the potential for adverse environmental conditions. Moreover, severe flooding in 2008 left many of the commercial properties damaged, underutilized, and/or vacant. The City used its Assessment Grants to investigate and clear the area for re-use.
