A Minneapolis-based developer announced plans to construct a $10 million mixed-use building adjoining the RiverLoop Amphitheatre  in downtown Waterloo. The 6-story facility will feature a ground-level parking garage, commercial-retail space on the first floor, and five upper floors of apartments. Approximately half of the 58 rental units would be reserved for individuals earning 80 percent of the area median income or lower.
